Olivette Carter, MPA, has over 30 years of professional experience in Human Services, Housing, and Community Development.

Olivette is also a Certified Grant Writer and has more than 25 years of experience writing, reviewing, and administering Federal, State and Local Grant Programs. Over the past 15 years she has also served as a Federal Grant Reviewer for numerous federal agencies and programs including the Health Resource and Service Administration (HRSA), Substance Abuse and Mental Health Service Administration (SAMHSA), Office of Community Economic Development (CED) and the Office of Violence Against Women (OVW).

Olivette has had the unique experience of being on both sides of the grant process as a Grant writer and a Grant Reviewer. This enables her to see the process as both an Art and a Science. Her dicer work experience in local, state, and federal government also lends to her ability to work effectively with nonprofit organizations to build their capacity, particular in the areas of Board Development, Strategic Planning and Grant Writing to secure and maintain grant funding from a variety of sources.

Olivette’s has served in senior management roles in local government and nonprofit organizations in Central Florida including Community Service Division Manager, Director of Community Services and Housing Administrator. She holds a bachelor’s degree in social work and a master’s in public administration.
